Okada Hozan (Okada Takeichirō) was born March 24, 1901 in Wakayama City.
After graduating from Kobe Ikuei Commercial School in March 1919, he joined Uchida Shoji Co., Ltd., and transferred to the company's Moji branch office in December of the following year. In July 1921, due to family circumstances, he quit his job and returned to Wakayama City to run a starch business.
He first studied shakuhachi under Tozan-ryū master Ikeda Seizan I in June 1917, and quickly completed his Shoden course. When he was sent to Kobe for work in September 1917 he transferred to master Tomita Keizan and continued to train. He was sent back to Moji, and he briefly became a disciple of master Fujimoto Ryuzan, but soon returned to Wakayama and continued his studies with master Ikeda.
In October 1921, he completed the Chūden training and was given the name Seidō, continuing his studies under Ikeda-sensei. At the end of 1922, he completed the Okuden repertoire and was licensed as a teacher, and in the autumn of 1924, he received his Jun-Shihan license and became an associate instructor and received the name Hozan
He excelled at the job, teaching from his home in the city, and became a leader of the Ikeda disciples as part of the Aoi-kai, eventually becoming the teacher of the second Ikeda Seizan.
In June 1926, he became a member of the Tozan-ryū Master Examination Committee, and in February 1930, he was promoted to Shihan (master).
He enjoyed playing various sports.
